HOW CAN WE REALLY CLEAN UP NEW ALBANY?

There was a lively blog discussion on another blog the other day about placing trash cans in different areas of the city. Some people liked the idea while others thought this would encourage more people to bring their trash to these areas and sometimes "miss" the trash cans resulting in
piles of trash on the ground.

Another thought was having the non-violent offenders at the Floyd County Jail pick up trash around town.

The idea of placing trash cans around town sounds good to me. Maybe people will get the hint and realize that people in this town want our town kept clean.

I also like the idea of offenders picking up trash. There was talk about the problem of liability and insurance. What if people were offered community service instead of jail time for minor, non-violent offences? This would help with our jail overcrowding and clean up our city at the same time.

Thoughts anyone?

I understand that there is an effort underway to provide benches and trash cans. I was out of town and missed the details.

On balance, I think it's better to have trash receptacles than not, but I accept evidence that supports the reverse.

OK, so we know the litterers are not going to accept respsonsibility, otherwise this conversation would not be occurring. At least the availability of refuse cans may, if nothing else, cut down on the amount of litter piled up at the main entrance to our city.
We can place cans at the worst sights, (the seem to work in the downtown proper areas), but the big question in my mind is whose responsibility is it to ensure that the areas are kept clean?
With on eof the worst areas a little less than 2 blocks away from city hall, surely some one has seen it who graces city hall.
Naturally trash issues should be handled by the sanitation department, but we have none, just a contracted company that barely gets the job done for residential service....
So I ask, where does the burden lie?

Why does this adminstration continue to throw good money after bad downtown? I don't want not one more dollar of my property taxes to go for nothing downtown. We have more important issues to deal with, then putting all of our eggs in one basket. In fact I can give you about 36,000 other reasons why not.

OK so the county must have insurance on inmates, so what about community service?

Many other cities are having people do community service by picking up trash, why not us?

That's a great point Shirley, maybe someone needs to have a conversation with Chief Crabtree. My sources tell me, the City is getting ready to raise the sanitation bill at least $5.00 more on the month. I say take bids and find a local company, like Donnie Blevins, who can not be controllled by the mayor. Any thoughts, anyone?

Chief Crabtree has nothing to do with community service or inmate work details.
Inmates fall under Sheriff Mills, and community service falls under Floyd County Community Corrections (if it is still around), Last I knew Don HArshey was the Director of COmmunity Corrections and it was located in the annex building on Grant Line Road.
At the very least community service would fall under the probation department.

I checked the Building Connissioners office and could not find a building permit for Baylor's addition. Can anyone help me out in blog land. Where can I get a copy of the permit if there is even one?

I accompanied the building owner/contractor to the Board of Zoning Appeals in 2008, and we were given permission to construct the "addition" (grain room) on the back side, facing the alley. I assume that's the source of anonymous's complaint.

IAH, you're quite correct. Anyone in New Albany who can accomplish something is a target, precisely because we're home to so many who cannot, and who enjoy seeking refuge in their own failures.

I believe we need more code enforcement; if the building owner did not have a permit, then that’s a problem.

However, I have a question for Anonymous. Let’s assume the Bank St. Brewery did not have a permit for its addition. What would Anonymous have done then? Does Anonymous check at the city-county building every time he/she sees a potential code violation? Of all the code violations in New Albany, why would a lack of a permit at the brewery take precedence over other violations? I didn’t read Anonymous blog about code violations on Ekin? Are the children living in slum rental units not as deserving of Anonymous code enforcement efforts?

If this effort by Anonymous came from a genuine concern that our ordinances be enforced, I question the priority of his/her efforts but otherwise applaud his/her civic engagement. If this effort by Anonymous solely was an attempt to punish or embarrass Mr. Baylor and score political points, an attempt that would hindering investment in New Albany by an expanding business, then that deserves no applause.

Anonymous blogger, I assume you are genuinely concerned that all businesses in our city both obey the law and flourish economically. I’m eager to hear from you your ideas for how this city can see more code enforcement and more investment from businesses.

Please!! for Gods sake, somehow I feel this is the same person who threw fits over the menu boards on the sidewalks downtown, and the cafe tables on the sidewalks downtown. Seems strange after that episode in our city Main Street Grind gave up and closed it doors. Some people are just idiots with too much time on their hands

News flash,Coyle family is wanting our city to purchase their property at $400,000 less than appraisal. There is talk instead of putting condo's there, they will tear down the building as it is to expensive to rehab it. We have been assured by the mayor and others, Spring Street will only be paved NOT converted into two way streets.
Regardless, the Hitching Post will still be the employees favorite lunch place. Sorry charlie, or should we just say sorry, Roger. Old habits are hard to break, plus their food is much better!

Apparently not at IUS, UofL, Bellarmine, Spalding, JCC or Sullivan.

Anonymous 8:28, I disagree with u. I think Erika wants Steve Price to succeed. Talk about having your work cut out for you. We could issue ten million dollars in bonds to pay for Price's tutors and still wouldn't be able to get him to finish a sentence that made sense. The man needs to resign. If he won't resign, he needs to keep his mouth cut. Every time I see a Price quote in the paper, I cringe at the thought of what people outside of NA must think about us here. If Price is our "best and brightest," they must think we're all a bunch of druggie morans.

But getting back to the original topic. We need ideas on how to get out city cleaned up and kept that way.

How do other cities do it? Do they have better code enforcement and place heavy fines on people who litter?

Do individuals clean up the city like the neighborhood associations do and hope the rest of the residents have enough pride to keep it that way?

I now the gentleman from Newport Ohio said that civic pride was encouraged along with rigorous code enforcement. How do we get everyone on board with this idea?

Maybe we need to hire someone to dress up as a trash can, (think Smokey the Bear). Only YOU can prevent an ugly trashy city.

I am about out of ideas, HELP!!!!

This thread clearly illustrates the WHY of the reason we can not get this city cleaned up.
Infortunately it is representative of the level of confrontation found in our city when it comes to issues as simple as this.
The in-fighting begins woth a particular group, or more than likely person, and they drag everyones ideas and energy down.
This spreads to the council, and in the end, all we end up with is more mess, and less community energy to clean it up.
The constant negative attacks on any person or group who tries to do something positive in this city is like a virus, and it destroys the sense of community.

After reading todays article: Adaptive cooperation at 411 E. Spring St. on line. Baylor forgot to mention his support is his hope to attract the lunch crowd from the new CC Building, or breakfast crowd for Destinations future coffee shop. Well let's have a reality check boys. Don't bank on the little people or the elected office holders to patronize either place. They all have your numbers and know what you are trying to do. The bottom line with you guys is $$$$ not what is best for downtown.

Are you kidding me? This isn’t England saying that the city needs to pump $10 million into M. Fine. This is a list of projects that IF the feds gave us money, the money could be used for. The only goal of this “wish list” is to show need and thus show that federal dollars should come to New Albany. We’re not talking city money here. We’re not even talking about money that is likely to come our way. This is from when the federal stimulus legislation was first coming about and the state made a cattle call. The state asked for us to come up with everything we could dream up in the odd chance that federal dollars some day come in. Give me a break. FOS, learn to put stuff in context.

The M. Fine thing is the exact same thing we had to fill out and submit at the family health center as far as proposed projects with TARP funds.
Any entity recieving TARP funds has to submit these "wish lists", and the majority are posted publicly.
From there the feds pick and choose how much TARP money to alot each applicant(s) and the the entity has to submit RFP's, use only American Made products, ensure prevailing wages are paid, and have a firm timeline of completion of the project(s). (2 years in most cases).
Follow up reports of how many jobs the TARP money funded and for how long, the economical impacts of the projects have to be followed up on.
I agree, FOS got PART of the story right but presented it out of context.
Kind of like saying yes, Charlie Manson WAS a family man...

Try to be accurate. They're $1,000 three-way permits for beer, wine and liquor, and they're subject to restrictions that the other permits you mention are not.

So far, I see perhaps a half-dozen of these Riverfront Development area 3-ways, which were enabled by the city council's vote when it was populated by a majority of Luddites just like you. I guess you didn't pass them the envelope that week and they strayed from the anti-development fold.

All the other people doing business downtown who don't have a riverfront three-way surely appreciate you referring to them as "losers" -- but wait, I forget that you don't have to take responsibility for statements like this because you're an anonymous coward hiding behind a mask.

OK, so when the state asks the city to send every idea possible for TARP funds, what exactly is the city supposed to send them, FOS?

If not M. FINE, what?

The only plan I’ve heard from Price is a Transfer Station (A/K/A city subsidy for Landlords). Is that all you can think of for TARP funds?

I’ve not heard any plan from Coffey. Maybe TARP money for pawn shops? Is that what England was supposed to send out?

The feds were considering giving us money. We’re paying the taxes on TARP whether NA receives a cent.

I’m sure England would have sent up some more stuff if Coffey or Price put forth some ideas. But they have no ideas. They don’t want New Albany every to be any better than it is now unless there’s something in it for them.

I shouldn't be surprised. When Horseshoe offered us $20 million Coffey tried to kill the deal. He doesn't want anyone else to achieve anything. Period.

Ok, if FOS is such an expert on city budges, I want to hear from FOS. In FOS's never humble opinion, what should the city budget be? What should the city's portion of tax rates be?

All I read at FOS is that the city spends too much money. I've not once seen FOS support any city function. Does FOS think we should have one police officer and one fireman? Is two city employees two too many? When reading FOS, I get the impression that NOTHING will ever make “Eric” happy short of the city shutting down, turning out the lights, unincorporating, and just be a lawless, wild west frontier or something out of a mad max movie.

Interestingly enough, the FEC has no records of any unconnected, or connect PAC's operating under the name of "citizen's for accountability" with any president of the PAC named Denhart.
So either this is more lies and make believe BS, or CFA is in violation of the laws set forth by the FEC.
More interesting is the fact that by even representing the fact that CFA is a PAC, and not filing the required reports is a clear violation of FEC regulations, and strangly FEC.gov has links to report such activity.

I had also dug through records and searches on federal, state and local websites, ALL I can find that even remotely indicates that there is an official group is references to it in a couple of letters to the editor (two from them, and one from a police officers wife given the denster the smack down)
Blog entries such as this site, and of course freedom to screech.
Of course, we will probably learn that Denizens for Corruptibility is actually an off shoot of the NSA and CIA, and we are placing our lives in danger by even speaking of them!

It isn't whether this or that organization "exists", seeing as two thousand years of theology still can't prove the existence of god or gods.

The only coherent thing written all day by "anonymous" is that opinions are like you know what, and we all have them. True enough, and even a stopped clock is right twice a day.

My opinion is that whether real or imagined, Citizens for Anonybility is utterly irrelevant. It doesn't matter at all. The only thing that matters is whether those who want to believe in its existence can build rather than destroy, and in that sense, it's worth wasting a few minutes to debate.
