THE MASTER PLAN

The Master Plan outlined in the Tribune looks beautiful and we need to make this happen. However, I wonder what the city plans to do about our horrendous sewer system. There was talk of new and rehabbed buildings and everything sounds beautiful, new, and shiny. But no one seems to mention what's under the streets.

I know human waste is not a pleasant subject but it IS necessary. Has anyone heard what the plans are for fixing our sewers?

They have NO plans to fix the sewers or the drainage.

They want taxpayers to pay for another parking garage.

We paid for one and I will be damned if I plan to pay for another one.

All they care about is who will make commission on the bonds and whose pocket gets lined.

Gahan wanted to postpone the vote because two members weren't their K.Z and S.P. everybody else wanted to vote on it and Coffey gave the word. The only no was Gahan. Everything on the agenda that wasn't voted on last meeting was voted on tonight and passed. Gahan was the only one to vote no on all three items.

In reference to the drainage problems, one must consider that several of the rain events that have occurred lately had dropped more rain in a couple hours that normally would fall in an entire month.
Efforts to remedy flooding and backflow from such an event would require an complete restructuring of the entire drainage systems, with addition of retention pods, storm water canals to major waterways (Silver Creek and the Ohio). The reactive engineering to meet the demands of the changing precipitation patterns may prove to be fiscally impossible.
Reality is that unfortunately we have destroyed all of the natural buffers that prevent isolated flooding in such situations and have replaced green space with asphalt, low-lying scrubland with concrete parking lots.
Those who live in the lower lying areas below the ridgeline that runs along grant line road and Charlestown road, as a result, will receive millions upon millions of gallons of run off when we get 7 inches of rain in an hour and a half.

Yes we have a consent decree but it is not being enforced.

Don't get me wrong, I love the way downtown has been coming to life. My sister and I went on the Ghost Walk last night and saw a lot of changes that we had not noticed before. She said she rarely went downtown because there was nothing to do but she plans to visit some of the new restaurants and wishes there were more speciality shops.

I am just concerned about the sewage and drainage problems.

My focus is on the drainage issues.
The more we develop what little space is left in the corporate city bounds, the worse the problems will get, period.
A 50 foot by 20 foot storm water retention pond wont do much good if that is created to take care of a 500 yard by 500 yard area that was once scrub or meadow.

Sewage? I have no answer for that, and am not even going to attepmt to go beyond what I know. As the climatology here changes and heavier rains increase in frequency and duration, the sewage is backflowing and getting in our creeks, streams and ponds AFTER the storm drains back up.

saw trib art. clark FLOYD convention center is paying for $240,000 master plan study in clark co. new albany had to scrape together $30,000 or so from donations.

The latest FOS slop talks about the supposed need for accountability (what else?). The latest example is Linden Meadows.

Let's do the math, "Professor." You claim that with two inspection people, there should be no problems are linden meadows.

You forget that during the entire construction phase at LM, there was ONLY ONE inspector, Pam.

How many houses do you expect Pam to inspect each month? There are approximately 15,000 houses and commercial buildings in New Albany. Pam works 50 weeks a year and 40 hours a week, or 2000 hours a year.

If she visits each NA house ONCE every three months, that is 15,000 buildings divided by 500 work houses, or one building every two minutes.

That's doable if she's only supposed to drive by. It's not doable if you expect her to go inside.

Can you see mold by driving by? Can you see a leaky basement from driving by? Insulation?

Santa Clause can visit the inside of thousands of houses a night. Do you expect Pam to slide down chimneys too?

Tell me Oh Wise Professor, exactly how often do you expect Pam to visit each house?

Most cities the size of New Albany have at least a dozen inspectors. If code inspectors have anything to do with the LM issues, it's because there are too few inspectors in New Albany to do the job.

I think FOS was talking about building inspectors in the article.

I believe that when a house is rehabbed, there is an inspection at each level of completion. The electrical, the plumbing, the HVC, are checked before the building is completed. With all of these inspections while the property is unfinished, someone should have noticed mold and the lack of insulation.

I have never personally built or rehabbed a home but the ones we purchased were inspected for termites, building codes, etc. before the final papers were signed.

But that was a bank requirement, not a city requirement.

I support a rule that all properties be inspected, but he have no such rule.

If the Bank (PNC) failed to do its own inspections, then they are at least a little to blame too.

A few of these Linden Meadows homes are occupied. Does anyone know what condition they are in? Are these homeowners stuck in unsafe homes? If so, what recourse to they have?

11:13 This just shows your ignorance to the LM issue. How many Building Inspectors does New Albany have? Pam was a code enforcement officer not a building inspector. And another thing Community Bank did three loans and was bought out by PNC Bank because they had found out about questionable practices at LM.

Instead of attack FOS maybe you should learn how to read.

The questions everyone should be asking is this:

How much money did the City of New Albany invest in this project?

Why would our city want to invest anymore $ in this project. Have they never heard of cutting their losses like Erik wrote?

Who would want to pay over $130,000 for these dump, rotten, lead painted, delapidated homes?

Why is someone not held accountable for millions of dollars, let alone stick homes in a flood prone area.

Anyone read todays Tribune about CHDO?

Do the math folks, $1 million to PNC Bank, $1.7 Million to redue, then find out what our city spent on them and add in HUD money and see what you come up with.

Then you ask yourself this question:

Where did all that money go?

I recommend everyone ride out and see LM and see for yourself.

I applaud Freedom Of Speech for questioning this entire project.

The Consent Decree REQUIRES our sewers to be able to handle a 100 year flood, you do the math.

Concerning the LM project, Bono Road residents begged for the houses to be moved to their location, but NO, we had to take a perfectly good neighborhood park and create another SLUM area.

The Deputy Mayor claims he and the Mayor are trying to get the Building Inspectors, etc., in order. This pertains to a recent article about the lack of inspections at LM. I ask you, HOW LONG DOES IT TAKE?

If you take the monies involved in Linden Meadows and put it back towards THE PARK they took from the residents in that area, it sure would be one heck of a park.

New Albany always seems to put the horse before the cart. The latest article out of Indy REALLY upsets me. They actually want to give Cities the right to implement local income tax options therefore bypassing County governments. Wonder who's baby this one is?

With Indiana American wanting to raise our water rates by 38%; England wanting to raise our sewer rates by ?; the City wanting to throw good monies after bad with the LM project; I see nothing but a bleak future for any of New Albany.

With drainage issues, you need to be looking and holding accountable the Officials now in office. Retention ponds which were to be built; sewers which were to be fixed by our fabulous new plant; blah. Simply sign me up as DISGUSTED.

I applaud the new businesses in downtown New Albany. I simply hope they can afford to remain open what with all of the underlying costs of TRYING TO DO BUSINESS downtown.

Thank you, Shirley, for a place and space for me to VENT my thoughts, as nicely as I can. I feel much better and do not care anymore how the "officials" downtown feel about anything.

BTW, people who know Mr. Coffey personally may feel the same way a lot of people do. Steve Price is my Council person and is a decent human being. Everytime you attack him, you attack the voters who elected him to office. My, that would be A LOT OF PEOPLE YOU ARE UPSETTING. Ever thought about that?

I won't dispute Mr. Price being a decent human being. I even think that he is probably a pretty nice guy--outside of the council chambers.

The best thing concerning Carl M., his position was NEVER APPROVED by the City Council. Can anyone, and I mean anyone, explain that little nugget? Can any of us walk in and become the Deputy Mayor...it gets deeper and deeper. Crooks who give the public no credit for having knowledge of any sorts and play us all for fools. And you wonder why we think they are "illegal" downtown. Some of you need to go sit in a corner.

As we helped create the State Access Counselor's position (some of us are proactive), let's allow the time for that office to decide whether there was an illegal meeting. Can you hold your horses for that inquiry to be completed? Maybe not, it is too easy being in bed with 'em, huh?

Look forward to seeing the audit published on FOS. As a taxpayer, you simply put your name on a list and pay for same. The numbers won't lie!

Ask Roger Baylor what the report says. If he watches the Council so very closely, then you KNOW he has to follow the money! That's obviously the most important thing. Why waste your time on anything else. Expect to see him do an article in the TRIBUNE on the audit and the budgets.

I looked at the report. WHERE'S THE SMOKING GUN?????

This was a very limited "audit." More of a road map to improving internal controls.

The document itself states:

This report is intended solely for the information and use of the City's management, the Common
Council, and federal awarding agencies and pass-through entities and is not intended to be and should not be used by anyone other than these specified parties.


The report does state that internal controls should be improved, but that's about it.

Show me the smoking gun, PROFESSOR!

well gee whiz wally, if this report is so damn damning, why isn't england in prison? oh wait, maybe it's not damning. maybe we believe what the report says, especially the part about it not being a full audit. or maybe the part where it says they didn't dig deep. or maybe we believe the part where it says it made no attempt to check things out because that's what the report was supposed to do. gee whiz, it's almost like there's no smoking gun here at all. maybe that's why england's not in jail.

Stunned, but not surprised. Our Controller use to do a heck of a job under England's last admin, but, even with Ron Carroll's help looks like we screwed up again.

Wait and see what happens with this. 73 pages and I could only get through 37 so far. Wonder if the police and fire understand how their pensions are outrageously underfunded.
Having worked for the Federal government with financials I clearly understand numbers in parenthesis and saw department heads lose their jobs.

Alas, I also feel there is a lack of understanding of the terminology in this report and a lack of caring about the state of the City's finances or else no one could state what has been stated here.

To ANON at 12:21 -- none of the things mentioned would be CFA's responsibilty. Isn't the reason the Administration is in power?

Twist and turn, twist and turn. We (me, personally) are tired of which ever city employee keeps trying to deviate from real issues on this blog and the citizens' real questions -- hey, but what else is new, LOL?

Here are a couple of ideas. Did you read in the financials how much EDIT has to be paid to the sewers to keep them self sufficent? And England needs a raise in the rates BECAUSE?

This reminds me of shooting fish in a barrel. Keep on twisting.

How many times have I read SOME PEOPLE want EDIT out of the sewers. If you read the Audit the monies are pledged to 2023. I personally enjoyed that part, because it shows the lack of knowledge of a lot of people who talk about things they know absolutely NOTHING ABOUT.

Please answer my question about Carl's position not being approved by the Council. I would think anything he has done and/or performed is illegal. No matter what. And on and on it goes.

Anybody heard how much money the "mini" audit found missing in city accounts? You know, from a reputable source. Say, Charlie Pride. The same one that Erika has on speed dial at the state.

According to Daniel Suddeath of the Tribune, Mr. Pride says NO money is missing from city accounts. Zero. Zilch. Nada.

Also, record keeping problems are mostly because we have been penny wise & pound foolish by not upgrading our systems. Basically this means, "NO" has been part of the problem--not part of the solution.

Let us see. The admin wants to leave Georgetown's monies on the table and raise our sewer rates????

How many times was it mentioned in the audit there was a lack of documentation backing up the claims?

How much are the fire and police pensions in the hole? It is past my grasp seeing it was in the 100's of percentile.

The Council could of used monthly figures rather than trying to figure out what has been going on now.

The Council has every reason to be wary of anything because they DO NOT HAVE THE FIGURES GIVEN TO THEM, AS REQUIRED BY LAW.

This all stinks of an announcement forthcoming of another bid for council or mayor by some previously failed candidates, who started all of this kind of stuff before the last elections.

Its time to stop griping and time to start doing.

Pointing fingers and shaking trumped up pieces of "paper" accomplishes nothing, never has, never will, not in this town, not in any.

This is a fundamental problem with this city. Too many armchair politicians claiming to have this on this person, that on another person, exclaiming this is wrong, and thats illegal.

All the while not once, NEVER, offering any insight as to what they would do differently or suggestions of how to fix the problems.

Pretty much the entire state is leaving us behind in wide spread economic development, funding, grants, parks and rec, and here we sit, for the most part, with the exception of one area in town, being stagnant.

Why is that I wonder?

Could it be that a small group of people took interest in that area of town and took action, did more than just talk and gripe?

People, quit all of the anonymous bashing, all the finger pointing from behind the curtains, and come forward with what you claim to have, come forward with ideas, solutions, suggestions, and put all of this negativity to bed.

It is embarrassing to the city, it is embarrassing to its citizens, and it gets read.

It gets read by potential developers, families that may consider moving here, and people who may want to try and make a difference and they see all of this crap and decide its not worth it.

If you people care even the slightest bit for this city, and its future, then you will stop this damaging petty crap.

Have some pride in the city, take on ONE subject that means the most to you, where you actually have experience and knowledge to make a difference, and let some one else take care of the other things.

Otherwise this will remain one assbackwards, cluster F@#k of a city because people are too busy calling others names, and trying to pick fights, instead of helping to paint a house, plant a tree, picking up trash, or offering realistic, helpful ideas to turn this place around.

Esteemed Professor Erik 2X was the keynote speaker. Even if you disagree with him, you have to admire someone who can come out in public when so grossly deformed by Elephant Man disease. I could give two poops less anymore to be honest with you. so much negativity, so much blind hatred, and so much anonymous bashing.

Said that a while back, CFA and FOS can have the mess they are making of the politics in this city. They can have all the fun they want trying to get every inch of progress shut down because they are pissed off about losing elections, or not getting their chosen ones in.

I have good friends on both sides of this, and I am NOT staying in the middle of it.

Politics for me now consists of being a good steward of the environment, trying to preserve greenspace for the urban wildlife, whom we have destroyed nearly all of their natural habitat, and teaching people that because you live in the city does not mean you can not enjoy and have nature around.

All of the stories about crime, corruption, misappropriations, etc honestly doesnt matter too much to me, after all, my life has not significantly changed one bit in the last 4 administrations, and not likely to do so in the next 4.

BTW, the City bought a completely new computer system in 2002 for approximately $700,000 under Overton, as the books were mentioned and under scrutiny big time. Same old story about unable to do Bank recon, and knowing same is one of the easiest parts of computer financials -- We simply do not buy the story about the computers. 2 many unanswered questions and why didn't the Tribune mention the Police's shortfalls in their pensions?

Too many questions and we are not looking to the Progressives for answers.

Council will be bombarded with calls from their constituents and we urge everyone to call their own rep. Thanks, Shirley. Some have worked so hard over the years trying to clean up the mess from years gone by and we can see now --failed attempts.

Because the city got $200,000 from insurance after the roof blew off the Tabernacle building does that justify violating state law because the city got a so called $100,000 "windfall"?

The city stated they purchased the building because of its historical value and they didn't want it to fall into the wrong hands. The building has been sitting with no roof since the hurricane and is deteriorating. If they cared about the building as they stated they did, why haven't they replaced the roof to help preserve this historical building from further deterioration? What have they done with the insurance money that should have been used to replace the roof? Do their actions match the reasoning they provided for purchasing the building?

Did the city really come out on top? They spent $98,000 to purchase it, they have spent money for insurance on it, they spent money to clean up the roof debris from the hurricane, they have lost revenue from property taxes that could have continued to have been collected on it had it been sold to the long standing established NA business that placed the next highest bid on the property. When you consider these factors and the fact that we now have another historical building that has been destroyed by wilful neglect, should it still be considered a $100,000 windfall? Did the city actually save the building from falling into the wrong hands?

Is this situation any different than the situation many complain about with the slumlords in town? Slumlords purchase houses (often at sheriff sales), rent them out for as much money and for as long as they can without performing any upkeep or maintenance on them. Once they capture their "windfall" and the property has become such a safety hazard and worthless, they walk away from them. Why are there complaints about the slumlords collecting their "windfall" after allowing their structures to be destroyed, but praises for the city collecting theirs "windfall" when they have failed to provide the maintenance on this historical structure and allowed it to become worthless?

There is a common thread to much of NA problems, disregard to following, upholding, and enforcing laws, whether they be federal, state, or our own city ordinances. As long as city leaders and citizens of NA find it acceptable to break laws and not be held accountable, and even more so can justify breaking laws because it involves a "windfall", NA will continuing to be in a constant state of social and financial chaos.
