THURSDAY'S COUNCIL MEETING

There was a packed house Thursday night for the city council meeting. There were even three former council members in attendance.

The meeting started off with comments from the public of which there were several. It started off with Mark Cassidy who surprised everyone, including himself, by supporting Mr. Price in the resolution to rescind health insurance benefits for council members. I echoed his words when my turn came, all to no avail as we all know. Thankfully I heard that the cost of living bonuses will be given to the non-bargaining employees of the city. That was my other topic.

Richard Berryman was next and was happy to report that the city cleaned up the mess they made in front of his house when a garbage truck leaked. His main topic was FEMA's decision to deny the flood victim's claims. Mr. Coffey explained that New Albany was included with the rest of the county which did not have as much damage. Doesn't seem fair.

Next up was Vicki Denhart who used her five minutes wisely and covered several different items. She stated that the nearly $44,000 fee for health care should not be given to a select few but rather spread among the rest of the council. She also said that Mr. Malysz and Mr. Rosenbarger had written grants in the past and with their large salaries should be required to do so in the future and thus eliminate the need for a grant writer. She also went on to speak about the lack of accountability and lack of leadership in the city, she ended with the words "We're in trouble".

Jason Hublar also spoke about the Tort claims being denied. He said the reason given was that the city was unaware of the flood problems before the big flood according to the insurance company, Midwest. He added that he and others had made the city aware of these problems two years ago.

Scott Thomas and Bob Lind spoke against the moratorium on building permits. Mr. Gonder changed the agenda to include just the first reading so the Ordinance can be changed again.

Ray Ballew spoke out about the healthcare rescinding resolution. He said the three part time employees are all business people who should be able to afford their own insurance, he also thanked Mr. Price for writing the resolution.

The last citizen was Debbie Pellman (sp?) who wants our tax dollars to help the flood victims. She asked that citizens be put first for once.

Mr. Malysz handed out a memo from the Mayor to the council (I just happen to have a copy).
It is regarding recent England Administration accomplishments. They include:

ARRA Stimulus Funding $1,515,000
  • Spring St. signals
  • Market St. signals
  • Hausfeld Lane/CSX RR crossing
  • State St. pavement (Green Valley Rd to I-265)
McDonald Lane design $630,000 contract 80% Federal - from Charlestown Rd To Grant Line Rd.

Mt. Tabor Road Design $482,750 contract 80% Federal also C-town to G-Line Rds.

Ohio River Greenway City $350,000 (from TIF) the Corps of Engineers $350,000
Additonal $3.2 million ARRA Stimulus funding from Corps of Engineers, New Albany will need to match this funding by June 2010 or the Corps will lose it.

The SEJ/East Spring Neighborhoods NSP Project - the $6.7 million grant to improve 40 properties, an additional 10-12 houses will be constructed.

The city is also in the process of selling the Baptist Tabernacle and Shrader Stables.

All of this happened between 7:30 and 9:00 Thursday night. There is so much good news but still so much bad news also. There is a light at the end of this tunnel but we have a long way to go to get there. I just wish someone could wave magic wand and create good jobs for our citizens so we could pay our bills and not worry about losing our homes. Those 40 houses will be sold to people with lower to moderate incomes but people need to have an income to buy them. Let's hope and pray that something happens soon.

I assume that the ARRA money will be used to change Spring St. to two-way traffic.

There are private and nonprofit companies that actively seek grants and write grants on behalf of businesses, organizations, and governments. They make their money by administering the grants which can only occur after successfully securing the grant for the entity. Most grants limit the amount of administrative cost that can be paid, so the cost would be known at the time the grant is applied for.

Price had his facts dead wrong on the grant writer.

He said it would be $40,000/year PLUS benefits. Wrong. The vote was for a CONTRACT POSITION, not a salaried employee. $40,000 was the total cost. Not a penny more.

Also, Price said that if a grant writer was good enough, he should be bringing in grant money to pay his own salary? Last week we received almost $10,000,000 in grants. All of that money must be used for roads, greenway or housing. None of it can be set aside for future grant writing.

Louisville has a whole GRANT WRITING DEPARTMENT. Mr. Price, if we had a professional grant writer last year, we might have received $15,000,000 or $20,000,000 last week.

Penny wise, pound foolish.

Not an hour after they said that a $40,000/year grant writer was too costly, they voted for $45,000/year in health insurance for themselves.

Where is the council's priorities? I think we have our answer.

The comment "WE RECEIVED" sort of lets on who wrote it, LOL. When Carl and John stop receiving pensions along with their salaries we might be able to justify a professional grant writer too.

We have other people we need to hire, remember? People to help the Controller out, liens being put on non sewer payments, etc.

Selfish? Penny wise, pound foolish? We don't think so, but, we do not work for this dilapidated city either.

Thanks for the update Shirley. Price tried and we feel the same as he does; insurance only to full time employees. We heard what Ceasar said to Kochert, wish we had it on tape.

Did any one catch that deal on 5 new police officers?

Months ago the city appropriated $500,000 for them.

When are budget was cut Garry said it would nit happen.

Well the appropriated another $500,000 for them. So for 5 police oifficers it cost us $100,000 per officer.

I guess that also covers their new cars, computers and cell phones and etc per new officer.

All this city cares about is police and fire. The funny part on 19 police officers live in New Albany. But ever administration kisses their asses.

Anyone also notice twelve officers sat through that meeting.

Is that what my tax dollar is paying them to do?

Show unity or force at a council meeting.

Sorry, but that's my opinion.

We're talking about houses with tiny assessments and tiny tax bills. The city's not going to keep them. They're going to purchase, fix up, and sell the houses. When the city's done, they'll have much larger assessments and much larger tax bills. Plus, there will be spinoffs. Private citizens will fixup other houses. This will increase assessments in the city.

God forbid we have a nice place for our kids to play baseball. I guess it's ok to settle for our downtown field although all those years kochert was getting paid to sit on the sewer board he never figured out how to keep the sh!t from backing up into centerfield.

I feel sorry for those tort claims and the people hurt. I wunder if they know how many times the insurance from torts filed w/the sewer bd meetings never got paid either. Is there something wrong with the nisurance?

So why would someone sit on a board and rubber stamp claims for millions while engineers accomplished nothing.

He spent more time on the sewer board than anyone maybe he needs to be investigated.

There was nothing wrong with the claims. The city damage reports were mixed in with the county. The county had very little damage so the city was turned down. Dan Coffey said that was the only way it could be done.

Personally I think the city was cheated but that's just me.

what happens when we make claims on our insurance?

our insurance rates go up.

that's good for the people who have sewage in their basements. but it's hardly free money.

no matter how much insurance we have, the only long term solution is to fix the problem.

getting G-town off sewers won't hurt but it's just a start.

With all that money flowing down the sewers you know some of it was falling into Kochert's hands. All those years with lawyers, engineers and construction making millions you know someone was getting a cut. How else do you explain how nothing was fixed.

That's probably why Gardner kicked him off the sewer board.

How could Kochert be a union pawn on sewers? We didn't hire union people to do jobs. I bet they wish we had of.

In the short and long run, it appears to make more sense to hire a company who is in the sole business of writing, securing, and administering grants and paying them the administration fee that is allotted in most grants, than not to get any grants at all. These companies are staffed with a team of professionals, not just a single person waiting around to find time to look for grants. These companies get paid ONLY if they get the city grants, not $40,000 to simply TRY and get the city some grants.

First, Roger didn't assert that this was new, so what's your point?

Second, while we knew the company was looking at New Albany, it is news that the company actually is coming and it is news that they are hiring 260 people.

I'm sure some "no new taxes" nutcase will attack the $1.5 million in tax breaks the company will get for locating here. I mean, they could have gone to Louisville and taken all of their income and property tax payments, and the tax payments of all their works, but most anonymous people on this blog don't think that way.

It comes out to a little more than $6000 in incentives per new job. These are good, high paying jobs on average. New skills will be developed here and still stay here. There will be spin off industries. Suppliers of this company might locate here too.

This is a very good thing.

For some grants, the percentage of the "earnings" makes sense. For others, it does not.

There are grants that might take 250 hours to prepare where the city has a 1% chance of receiving $10,000,000. Many grant writers will determine that it's not worth their time to work on a grant where they're 99% likely to receive nothing.

Also, many grant applications ask for the same information such as financials and biographies of key players. If you have one person who handles all grants, they will be more efficient at preparing many grants instead of having to gather this information "for the first time," every time.

I guess 2 years and a couple months from now is too far in the future for some people to plan. Let's just focus on next week. Screw planning for the future. Not planning has always worked for New Albany in the past and look how great everything turned out. We're the envy of the world!

By the way, that's $5000 per job at the wind farm. Not a bad bargain. Bank Street's sidewalk improvement created new jobs for about $1000 per job. Correct me on the math Roger if I'm off.

Back to the wind farm, if the new employees pay state income, property and sales taxes for about 18 months, we'll recoup the $1.5 million. If they're employed any longer, it's pure "profit" to the state. If the company folds and has no profits at all, then they won't use their tax breaks and thus it won't cost Hoosiers a dime.

Tell this to all the people without jobs. They promise jobs but where are they? How many employees at Rogers place makes more than mininum wage? Any benefits? Holiday pay,and or vacation?

This is not going after Roger what about the other bars and resturants. When the bottom falls as expected next year, people will not be going out to dinner or buying a pint when a longneck is all they can afford.

Bars, brewhouses and resturants are not secure jobs.

Just my opinion and believe me I am entitled to my own thoughts.

A couple members of my church went downtown to dinner. They said it cost them $2.50 for a cup of coffee. Don't think they will be going back, under cooked and over charged, toooo pricy were their comments.

I was going past the hospital and noticed four ambulances there thogh 1 was from Harrison Cty., got down town and Market to Main was blocked by police nd two fire trucks on State Street. I didn't want to look but sure enough there were two ladders up on Wick's pizza place. I have not made it to the one downtown yet have ate in Louisville's. Sure hate to see it. Hope they are okay.

Tell them not to stop with the commercial buildings. Imagine how much help they could do helping Main St Historical Mansion Row out. They have tall buildings also.

Do you really think the Board of Works are going to start checking claims out now and try and catch that bill? I wonder how much they charge, but then again they use to fill certain city officials swimming pools up so I don't know why we are surprised.

Just so you know. The Christmas lights were paid for by DNA, and the city is helping install them at any biz that needs it. No OT involved. Of course if there's a fire, they will respond. Don't think that's really a waste of tax money, your mileage may vary.

That's right folks, DNA got everything from the city. Never mind the grants it receives, or the membership dues, or the fund raising at the home tours or dinners. Nevermind the mind DNA raises at Harvest Homecoming or it sold the White house center.

If anonymous thinks he's so smart and has a problem with DNA, than anonymous should grow a pair a f*cking balls, show his little wimp a** face down at the next DNA meeting, and say something about it. Got it, you dumb cracker?

It's a lovely evening. I'm going for walk downtown to enjoy the lights. I'm sure I'll run into people I know from Louisville who came here to visit the winery or La Rosita and who stopped to admire what a good job everyone is doing downtown.

The subject is our $ being spent on the fire and police putting up Christmas lights on private properties. I don't think the police were off duty or the fire men were off duty. I don't think the firemen drive their trucks home at least not yet.

We are glad DNA BOUGHT the lights, but again it is with our dollars and if this what they want, that is okay.

it's also ok to have 1 truck bring Santa Claus down.

Personally I feel whatever Roger says and does is ass backwards.

He has a big article in the paper about how he doesn't stand up in the cathedrals or church balconys waving his athiest signs. I'm not sure who is bothering him with preaching. Most Christians would consider him past saving.

The irony and sarcasm directed at him is because he is participating in Christmas pagentry without a mouth or leg to stand on and we all do feel its for his personal wallet. We are entitled to our opinions and thoughts, no matter who doesn't like it, just like he is.

Back to the dollars the police and firemen and where they are over budget and we have to listen to crap about firehouses being shut and police and fire wanting audits and how badly their overtime and budgets are and they need more of the citys budget when they already get close to 80% of the entire thing. Were tired of the crap being shot to people who have to listen to it at council meetings.

Keep on with it taxpayers. Some how they will listen, even it turns legal. We have a lawsuit this time. Lets preach that tune seeing it is always preached at us. All glory to God who thankfully gave us a mind and voice to speak with with out retributions from the diatribes.

Or what about when the fire fighters in city trucks stand in intersections collection money for crippled kids thats not an emergency its just helping out.

"Citizens for Accountability" is not a registered PAC with the Secretary of State of Indiana. You may call and ask, and they will tell you.

Choose the options for "all other calls" and ask to be directed to the office that will verify if a PAC is registered.

They will redirect your call for you and they can search the database.

They have a Citizens for Accountability for Government out of Michawaka, and this applys statewide.

Why would anyone care if CFA is a PAC? I don't but apparently someone else does. Why else would anonymous keep trying to say they're a PAC. How else is CFA going to get an ounce of legitimacy? It doesn't matter. We have pro-gay PACs, anti-gay PACs. Any lone individual can register with the state.

All that means is that you have an opinion. It doesn't mean you have your facts straight.

It's easy for Christians to say they want this to be a Christian government. It's easy because each person imagines that the government will have THEIR form a Christianity. But in the end, people are going to argue about it. I mean look at how many Protestant denominations we have. You throw in the Catholics and the Orthodox along with the Baptists and LDS and the rest, and no one will be able to agree on anything.

The churches with gay bishops won't all of a sudden agree with the churches which want to wipe out gays all together. It will be impossible for them to come up with a common government policy on homosexuality.

You could say the same thing about just about any social issue. There are Christian churches in New Albany which think abortion is acceptable in cases of rape. Other churches in New Albany think that rape is not an acceptable excuse to get an abortion. But a whole lot of people out there who think we should have a Christian government think that such a government would ban abortions altogether.

What if a Christian government put a cross on our coins? Are Jews second class citizens? Some Christians would say include Jews and others would want government policy to try to convert Jews to Christianity, just like the Southern Baptists want.

Bottom line, even if two Christians agreed with the statement "I want a Christian government," it's still unlikely they'd be able to work out the details.
