DECISIONS, DECISIONS

The City Council will hear two different options tonight concerning the sewer rate increase.

  • Plan 1 calls for an increase of 18% now and 17-21% in 2012. This plan uses $700,000.00 from EDIT and Riverboat funds for the next 20 years.
  • Plan 2 calls for an increase of 23% now and 20% in 2012 and does not include the $700,000.00 from EDIT and Riverboat.

Mayor England first supported Plan 1 but changed his mind when he realized that EDIT and Riverboat might be needed to complete the Greenway project and the new Little League Complex.

I have expressed many times that I don't want to tie up EDIT for 20 years so I'm not in favor of either of these plans. We'll just have to wait and see what the council decides.

The Sewer meeting begins at 4:30 and the Council workshop begins at 6:00.

Just what we need, rip apart more of little greenspace we have left, increase trafiic in a congested area... Nope, I dont like it one bit.

But as far as the sewers go, there is not enough money in the world to get me down there tonight. I am resigned to be prepared to weather the financial storm, and make changes to offset the impacts of any and all rate increases.

Because, honestly, I use the service, so I will pay my share, and I certainly will not risk getting a lein on my home because I want to protest any increases.

Shame the Sewer Board meeting was canceled. I needed Mr. Brinkworth to explain to the citizens how collecting the monies owed by Georgetown affected State Revolving Loan Bonds. According to the State, the more money we have the better off it makes it for the City. How come I already knew that? How come we paid Attorneys to settle this issue, and won?

I am wondering; no not really. I already know the answer -- more BS.

The last meeting I attended, Brinkworth said since the SRF is involved with Gtown's plant through the stimulus award, they would frown on New Albany trying to collect money that would probably end the chances of Gtown getting its plant. I reported that and the state has never denied it, so I'm assuming it's true. Usually if I write something about any state agency and they have a problem with it, I have an e-mail waiting on me by the time I get to work the next day.

Sorry, it's true. Spoke to the State. And, we paid good monies to 2 attorneys for settling this matter. One has nothing to do with the other. New Albany needs the money.

I second Chris's comment about the little league park.

I did not move my family here because New Albany had a little league park neither do I think anyone else did.

I am in favor of the Greenway project.

If the Mayor needs funds to help acquire the money from the grant he needs to make the case to the public. As of now no such thing has occurred.

Making the case to use edit for the greenway would have been appropriate at the last public meeting but no such thing occurred.

Making the case to use edit or rain day for a parking garage would have been appropriate at the last meeting but no such thing occurred.

The Mayor writing a letter in the Tribune to explain his position to the public on these matters would be nice too but no such thing has occurred.

The only thing the public get at the council meetings from the Mayor is I don’t want to use EDIT etc. on sewers but he needs to explain why.

Like. I don’t want to use EDIT on sewers because we are working with a developer to build a parking garage and the projected revenue off of this development will be x amount of dollars and will help keep down sewer rates.

Or

I don’t want to use EDIT on sewers because we can’t get Federal Funds, worth 50,000,000, to finish the Greenway. With the Greenway finish it will help New Albany in x ways.

Is this to much to ask for?

Does anyone know why the meeting was canceled?

We understand that the cost of fixing Camille Wright swimming pool is $50,000.00. This is a lot cheaper than building a water park.

Where are our prioties. I agree with the statements on the Little League Park, also.

In so far as a water park, that could be an economic positive for the city and for the parks department, if it is done right, maintained right, and attractive enough, and I would not be completely against such an endeavor so long as it does not destroy more green space to create one. (With the 100 year rainstorm last year, we were shown first hand the dangers of covering every field and wooded area with pavement and concrete).

As far as the little league park, there truly are more important issues than a sports complex that would be used by such a small demographic of the community. But my biggest issue regarding that particular proposal is the where it is proposed. Take some time if you go to home depot, and watch the woods, certain times of day you will see a healthy population of white tailed deer, pileated wood peckers, three different species of raptors (red-tailed hawk, red-shouldered hawk, and American Kestrel), not to mention the occasional red fox (no not the actor screaming "I’m coming Elizabeth".

We have so many abandoned strip malls scattered through town that could be used for a little league park with out destroying more of the knobs. Hell for that matter, what about the riverfront at the end of 18th street? Multiple acres of land there as well that could help bolster the greenway. (Though I would personally prefer if that was set up as a "birding" park.)

The Tribune said that Council Members Zurschmeide and Ceasar will be voting for "Alternative B" the plan which does not tie up EDIT and Riverboat funds for 20 years.

I agree that this is the better plan but I have a problem with our
EDIT dollars being used for a ball park and a water park. I think they should rebuild Camille Wright Pool and use a vacant parking lot for the ball park, thanks Chris. We should be able to have a say in how these tax dollars are spent. (Remember originally this was to be a temporary tax to pay for the jail).

One thing bothering us Shirley is the fact the work scheduled to be done on sewers (high priorities) are work finished 4 years ago, i.e. Mt. Tabor Lift Station, etc.

We see no need for those if the work was done correctly. We need the complete story on the sewer work urgently needing done. We are seeing it as work recently completed we have already paid for. Can you get the info on this issue and get back to us? I know everything is closed tomorrow but maybe Monday? Thanks.

I'm not for sure about the water park or rebuilding Camille Wright.

The main issue is why did Camille Wright fall into disrepair?

My understanding is the age of the facility combined with not enough revenue to make necessary fixes over the years.

If New Albany didn't have enough money to keep Camille Wright going what’s changed to make us think we have the money to fix and maintain any pool, especially one that is 3.5 million?

Would it not be wiser to address the causes of why we didn't and don't have the money to keep things going before we spend what we do have on things we can't afford?

It is kind of like sewers all across the country; basic infrastructure has been neglected for projects that government administrators want to do like ball parks, water parks, and parking garages.

I personally would like to see a program using EDIT to reinvest into our neighborhoods thereby increasing the taxable value of New Albany thereby allowing New Albany to fund projects like water parks, ball parks, and parking garages.

Because no such project is being talked about I support the use of EDIT and other funds on sewers.

And like I said before if the Mayor has other ideas for these funds he needs to make the case.

Shirley, here is the thing the Mayor and Dan has worked out to subsidize the rates for twenty years.

Subsidizing sewer rates over twenty years is not necessary.

TIF, EDIT, Rainday, and whatever funds should be used to cover the sewer capital projects.

This is what these funds are for.

Mr. Gahan is correct, his statement that the only reason for the two year requirement is because of the SRF not EPA.

There are better alternatives to what the Mayor and the Council has presented to the public.

Plan A 18 plus 17-21 equals 35-39 plus tying up EDIT for twenty years
18-21 is more likely to happen because this is on the condition that EMC will give up one million dollars this is not going to happen.

Plan B 23 plus 20 equals 43

Both plan A and B suck.

Plan C

A rate increase of 36 to cover general operating cost
Don’t borrow money and use alternative funding sources over a broader range of 4-6 years or what ever is necessary.
If the Mayor can negotiate with EMC to lower their cost 1 million the 36 could be lowered.

Another thing that needs to be explained there is money in the current budget that is for capital projects can any of this money be used for the CAP projects.

I think that Jameson, Christopher and everyone else who has a plan for the sewers should tell the council Monday at the meeting. that way they will have something to think about besides just Plan A and Plan B.

I support revamping the Camille Wright pool because people talk about having an outside pool or water park. I know we don't have 3.5 million but maybe we can squeeze out 50K to build a new pool. The old pool fell into disrepair because of neglect and because it was old. There is no reason to have a big hole in the ground. We have enough eyesores in this town as it is.

I still think we should not tie up our EDIT funds for 20 years. We should be able to vote on how these funds are used.

People don't think they have a voice. I think that is why there is so much apathy and so little attendance at meetings where the future of New Albany is being discussed. We need to get more than a few of us "fired up" about our town.

I don't know how to do this myself. There are a few people doing a lot of good, the S. Ellen Jones Neighborhood Association for instance.

Maybe we will have to do this a neighborhood at a time. There may not be additional grant money at the moment but it would be a good time to get started for next year. Each neighborhood association should request a grant and we can see what happens. Even if we only improve New Albany a section at a time it's better to do that than sit around crying about corruption.

The city wide clean up will is scheduled for 4/24. Maybe we should all put on our latex gloves and meet at the Farmers Market. That would be a good start.

Something to think about this Good Friday and Easter Sunday coming up.

There are so many holes in these two plans of Englands it is sad that the Mayor has to think he can lie and mismanage our money and city.

People are fed up and mad as hell. Everyone who cares about this city should be at Monday's council meeting (unless they are working).

Even if you don't agree, the citizens should have a place at this table. The deals need to be stopped and the cuting of deals should be stopped.

We need to decide what is the priority of this city. It's our city and the sooner each and everyone of us decided it's time to take it back the sooner verses later the better.

Regardless if you love or hate CFA they did offer solutions vs. anything I've heard come out of the Mayor or our Council's mouth.

If we can save $10,000 here, $5,000there and a $100,000 here. We should demand it.

Do we need a $3.5 water Park? No. Do we need a new ball park? No. We are paying outrages salaries and benefits and healthcare.

Until those sewer and sanitation books are open we can kiss our city good bye.

And...
Until these sewers are fixed you can bet your sweet ass, EPA is sitting right there waiting to nail England.

Most things in this city is political and it has to stop.

England is throwing mine and your council member under the bus.

Who ever supports this rate increase(god forbid that happens) will be voted out of office.

Just my opinion, and remember, the sewer board, board of works, planning commission, redevelopment. police and fire department answers to Mayor England.

And remember it is us who pays their salaries. You and me.

You're right, both plans don't make sense. They should take all the tax money out of the system and make people pay the rates it costs to run the system.
570k EDIT until 2023
Plan A would throw another 350k of EDIT and 350K of Riverboat for 20 years. That equates to nearly 24 million dollars over that period. Think of how many projects could be accomplished with that compared to the very few dollars it would save ratepayers? Doesn't make any sense. When you're other bills go up, you can't do all of this political pandering.
CFA has it right, huh? Wasn't Denhart in front of the council basically cursing at them to do something for people with sewer overflows in their houses? Well, that's what this raise goes to cover. If she thinks that's wrong, she's a hypocrite and she be considered as such.

That was a result of Stormwater. Educate yourself. Those projects are not going to be financed with sewer fees but rather with stormwater fees.

No, sorry, you should educate yourself. Stormwater didn't backup in people's houses, sewage did. Stormwater money was given to them to help with their losses, but leaky sewer lines were infiltrated.

Interestingly enough, several of the families that just had to have that payout for the damage to their property are using our tax money to go out and buy new cars, Harleys, and the likes. I thought they had to have the money to repair their houses and they couldn't do it with out the payout? I cant wait for the next time we get flooding, because I am cancelling my flood insurance and the die is set for us all to get paid! Take a drive down Castlewood in the next week or two and look for the big fancy SUV's and motor cycles with the temp tags on them and remember you paid for them.

To the Anonymous question about the "Deputy Mayor".

We do not know why we have two mayors in this City. The position nor the salary was never approved by Council. The issue has been a hot topic for some taxpayers. Some of us feel it is outrageous as you do.

There are so many questions on so many issues and we can't get the answers. Thus, a Council going in different directions. No information on finances, except the Deputy Mayor telling Council the year-end financial stating our General Fund started in the red by $5 million was an error by the Controller because she didn't have all the information.

The forensic audit the police/fire wanted is null and void. Taxpayers knew this was never going to happen; simply a leverage to make England give them the appropriation they are getting Monday night.

We have so many questions but alas, no answers.

We only know we aren't crazy and it is no wonder some feel the
Administration must be unrealistic. I feel the age of technologoy has finally caught up with the Admin and the facts are overwhelming to citizens catching up via blogs, etc.

It was caused by stormwater not sewer. Stormwater infiltrated the lines, thats why stormwater funds are being used to fix that problems and compensate them. Get a clue ahole

Yes, it was caused by stormwater that resulted in sewage pushing through people's toilets because the sewage lines are shoddy. There were numerous sewer overflows around the time of the flood. But the stormwater money is being used for flooding projects, not the sewer overflows. The sewer overflows are being addressed by this forthcoming rate increase.
I know, it's easier to shoot blindly in the dark and make untrue statements about people driving SUVs. Truth never is that sexy. Thanks for the ahole comment though. That's also related to sewers.

Again, I don't know if it's because most of CFA's fans don't have any teeth or what, but you guys are horrible at getting facts right. Must be why nobody takes you seriously. The EPA ordered the valve to switch off, that's been well documented. I'm sure you're smarter than the EPA though.

It is well known that you and your cohorts post anonymously on here in an effort to entice others to respond to those posts with similar bile as yours. You then will post comments with your name attached to it criticizing the blog and the anonymous posts on here. This is all in your continued effort to try and force Shirley to give in to your no anonymous posting allowed belief . If no anonymous posts were allowed then you could personally attack the opinion of others with your usual style of nonstop degrading and dragging of their name onto your blog and through the newspaper. We’ve already seen how you have done this with so many already.

To the others, when you resort to allowing yourself to react and respond to Baylor’s and his cohorts’ anonymous bile posts, you fall victim to his controlling game plan. The best thing we all can do is stick with the topic and just ignore their posts.

You bring up good points, but unfortunately I have to disagree with your statement that is "known" persons posting anonymously trying to bait people.

It is not to hard to figure out that it is one or two "anonymous" people doing this.

The reason why, IN MY OPINION, I say this, is because the person(s) use particular words, that hardly anyone uses anymore. And those same words show up in "signed" editorial letter in the tribune. (Not columns mind you, but letters to the editor), what is worst are these are people who are looked upon as community “leaders” and citizen advocates.

But from where ever the source is, it has crossed the line before, but now it is completely out of hand. The level of the insults, the slanderous comments, the accusations has went beyond simple immaturity and has entered the realm of pure venomous hatred and reckless character assassination. I for one have truly had my fill of it. But of course, this is just one of the symptoms of the illness not only ruining our city, but our country as well. The ability to have a rational debate on civic matters is lost on all of us for the most part, and we have begun to adopt the ideology of gangbangers, where someone disagrees or disrespects you, it’s much simpler to threaten, and use a thug like mentality to get your way.

I too appreciate Shirley’s blog, but I respect myself enough to not be a part of this degradation much more

most know who he is. he used to post on here using his name but hasn't since he was called out on here for all his name calling. most can tell who he is by the way he gets fixated on certain words like accountability cowardly and stupid. its also not hard to figure out he is the same one who posted the nasty 1:19 comment after Shirley asked people to stop. when you have someone in their upper 50’s posting those types of comments it makes you realize the obstacles that must be overcome to make our city a better place.

We see The Faux City Council of Roger Baylor, Mark Cassidy, Jeff Gillenwater, and Randy Smith are at it again, badgering the real council into doing Mayor England's bidding.

For most sober people $60 million dollars is a lot of money. And, that is the amount the sewer utility will be in debt if the city council approves the mayors plan.

Funny, just 4 weeks ago the utility couldn't afford to make bond payments, and now they want to borrow $7.5 million dollars more.

We think the Council should do the right thing and insist that the Sewer Board be more responsible with their funds. If the City Council chooses to assist the sewer board, they should use TIF and EDIT only.

It's a win for everyone except England/ Baylor and their pan-handling express team.

How was she a liar or a bi*ch for stating she didn't want her EDIT money (out of her pay check) used on sidewalks and patios?
