ALEX, I'LL TAKE PLAN B FOR $7.4 MILLION

After much discussion and even a short recess in the hallway Mr. Messer introduced and supported the Mayor's plan B for the sewer rate increase. He explained his vote stating that he voted the way he felt would be the best plan for the people and that he was not influenced by the Mayor. He said that they had not had a conversation about his vote or about his recent attention by the newspapers and TV.

The Ordinance has not yet passed. There was only a second reading tonight, with presumably the third and final reading at the next meeting.

Understandably there was a lot of opposition from the council and from the public. Mr. Gahan said that he did not see an emergency need to borrow the money and thought that we could finish these projects without incurring more debt. Mr. Coffey and Mr. Price concurred.

Again there were remarks from the public including Vicki Denhart who supported using more EDIT and TIF funds to keep the rates down. She also mentioned the unpaid hookup fees from Linden Meadows and wondered aloud how many other homes had unpaid hookup fees.

Joy Chism, a first time speaker said that she cannot afford the rate increase and blamed the sewer problems on mismanagement.

Rev. Steve Burks said that he has been a resident since 1997 and since then the sewer utility has been in constant crisis. He thinks we need clarity as to the specific needs because the city budget that he was given was very vague. He also repeated that the top city officials should lead by example and take a voluntary salary cut.

In other business:

A 10-02 - $300,000 Appropriation from Rainy Day to Stormwater passed 7-2

A 10-03 - $400,000 Appropriation from Rainy Day to pay claims and make improvements for
the damage caused by the August 4 flooding passed 7-2

A 10-04 - $75,000 from E.D.I.T. to stormwater passed 8-1

A 10-05 - $100,000 from Riverboat to demolish unsafe properties passed 9-0

G 10-07 - Ordinance regulating tattoo and body piercing establishments passed 9-0

G 10-08 - Ordinance regulating disposal of dead animals passed 9-0

Personally, I hate to see the rate increase for the sewers but if it means getting them fixed and people not having to worry about their basements flooding when it rains, then so be it. According to Mr. Fifer the "loan" of $7.4Mil. does not put cash in our bank account. It is only a draw which cannot be approved without strict documentation for projects. Mr. Zurschmeide said that the interest rates will never be lower and neither will the costs to complete the projects. I have to agree, contractors need work and so do the workers. Let's get these projects done and put our citizens to work.

I rear my head only to add this in, in matters of police misconduct it is not out of the realm of reasonableness that the police merit commission would handle this, and yes he will probably get a slap on the wrist, and that is about all he deserves when one considers the totality of his career as a veteran NAPD officer. However, it has been made clear that no laws were broken by Jack. No one was injured, no ones safety was compromised. Too attempt to use his misspeaking one sentence out of his decades of service to this community as a police officer, with out notable incident is about as distasteful as those who called for his removal from the department, and civil law violation indictments passed down. What he said was wrong, but it was sure the hell a LOT better than most of the stuff posted here.

I have heard the rumblings of a lawsuit not yet filed against the City because of actions taken by these two.

I also hear it has nothing to do with Zurschmeide's Asian Spa and has nothing to do with Messer's problems.

You can bet all who voted for this ridculousness will not be supported in the next election.

I hear Dan the Man wants to call another Town Meeting for "citizens". Dan, after witnessing you high fiving the Mayor out in the Parking Lot, why would we give a damn what you want?

To all those who seem to be saying this is somehow acceptable, due to the fact that, "every human being harbours racial bias, to some degree. I'm not sure I agree with this, but I'd argue that it's irrelevant anyhow. The simple fact that we give these people guns, badges (even England has one)and the power to impose their will over the general populace dictates that they be held to a higher standard than the rest of us. That's the deal and it's being reneged upon daily by many members of the force.

Well, I just want the sewer books open. There so many skelton's in the city's closet, and so corrupt, I just hope our citizens watchdogs, and I applaud our local watchdog group at last nights council meeting. I just hope they have the strength to fight to open that scary "City of New Albany, scary closet."

I was born and raised here in New Albany and I am sick by all the spending of our hard earned dollars going into spending that has nothing to do with the operation of our city, in other words "Police Power".

Sewer fee incease

The City Council had to vote on this and it was very embarrassing to watch. The City of New Albany will now turn into a third world country in all standards. The money will be mismanaged and spent for other needs.

Tough decisions needed to be made starting at the top, from trimming Malysz, and Englands outrageous spending, Council members healthcare and $1.8 - $2 million for both our police force and firefighters.

The City of New Albany I'm afraid has 15 archangels + 2 mayors who continue to desservice this city unless they start putting citizens before self interest.

Let's hope they do fall from grace and quick.

I agree. Just look at the fire departments vehicles. They have very EXPENSIVE (a) polished aluminum wheels and (b) GOLD inlaid hand-painted signage. Yes, you heard me correctly, none are functional, they just exude greed and stature.
The people of New Albany need to wake up and vote these clowns out.

No. What the citizens need to have are new rules and regulations pit into place so the city council and Mayor can not over spend or vote them-selves a pay raise-let the people do it.

Zurschmiede, Benedetti and Caesar are free loaders and are bought and paid for just like Messer and Gonder.

Police officers have the power to impose the will of the law, written, adopted, approved, ratified, and enacted by those who are elected by the people.

In regards to the person in question here, his service records should be a matter of public record. Break out your magnifying glass and look over it, you will probably only find decades of good service, no suspensions, very few legitimate complaints.

I have known Jack pretty much my entire life, he worked with my father, and I worked with him as a reserve officer for nearly a decade, and I never once witnessed Officer Messer act in a racial biased manner, in speech, action, or "profiling". He said something he shouldn't have, and more than likely the one sentence that has been reported may well be taken out of context since we do not have information to the entire conversation. It's a little thing called totality of circumstance, if you are a legal beagle you should understand that concept.

(all though I feel at times all council memebers can act like a brash know it all, perhaps it just takes that kind of personality to be there)

I don't know if you are able to answer that question. I am curious as to how Tribune will cover issues once the truth all comes out on the sewer fiasco.

Listening today to the news and how a city government is shutting down two days a week because of the budget crisis, which is across the nation. Then, I look at New Albany and how we do not have a budget crisis, we have no end to money, we continue to hire and create new boards, we continue to give raises. It is simply unbelievable the City is so out of touch with its' citizens, state, etc.

Only person I've heard say the SRF doesn't want New Albany to demand the 450k of Gtown was a member of the sewer board. But to answer your question, yes, we'll print any legitimate information on the issue. I received an e-mail today from the Finance Authority and I'm supposed to call one of their people about the topic tomorrow.

Sure I'll play along. We need to pay for the service we use. We need rate increases to pay for the needed improvements. We need rate increases to pay for the people to run the system. We need to all pay our fair share. commercial, residential, and industrial needs to pay more to cover the costs, and all three need to pay the same amount for each gallon put into the system. Politics and sewage are related, but this should not be a politcal issue.

What about accountability of where the money has been spent and accountability for future money to be spent. Isn't that pretty important. Personally, I think the heavier users should be charged more. They are the ones putting the greatest strain on the system. Increase strain = increase maintenance and repairs.

And how much money are you willing to spend to find out where this supposed money went? We have a system in place to assure that those who can not appropriately handle our money are taken care of, it’s called an election, and I just do not see where that much wrong has been done. It takes more than a handful of cranky women and an ex councilman saying unsubstantiated slandering to convince me. The state said our accounts were okay, works for me. And again, I say we pay a flat rate across the board. If you put a gallon of waste into the system you pay for the processing of a gallon of waste. Adding higher charges to commercial and industrial user is part of the reason we are not adding new jobs or new businesses around here.

Simply to get ONE (1) sewer credit from the EPA costs rate payers 5 - 2 ratio. ONE (1) gallon of I/I out (required to be documented before the claim to such can be made) for one measley sewer credit.

I can't apologize the sewers are in the shape they are. I, personally, am simply tired of the crap some wish to cram down our throats when we know the opposite is true. No slander, gossip, etc. here, simply FACTS. Won't apologize either you DO NOT UNDERSTAND what is going on.

These projects have nothing to do with basment overflows. Most of that was caused when the emergency pipe contols on houses were capped (clark/deitz, i believe).

OUR CREDIT IS SHOT --OUR CARD IS MAXED OUT!!! I cannot believe that people think it is alright to raise rates---to show more income so these nimrods can borrow more money.

This is another money grab, just like when the mayor wanted 10 mil for paving, even though he could not possibly do more than four mil of paving in one season. They need money to play with.

There is a story about the notoriuos Greg Fifer an Attorney in the area relayed. Once upon a time, a FEW years ago, there was a meeting between Mayor Galligan, the ex-Mayor of Shively, Greg Fifer, and others. A big brawl ensued...furniture broken...fists flying...and police were called.

All came out disheveled, broken furniture in the room and yet no one would tell the police anything. This meeting had something to do with money missing from an account set up.

I wish I knew more of the particulars, like what money. Greg Fifer can't back out of England's way. There is more to his reputation than you may know.

Basically, it comes down to that a majority of the people are of your likes and would rather spend their time criticizing the minority of those citizens who actually take an active involvement in trying to get things done. These people take the time to actually attend meeting, review board minutes, look at city records, call state and federal leaders, and research. They get the information and evidence. The rest like you are just too lazy to do anything to actually help this city and would rather just blog the same ole show me the evidence crap day in and day out. Because there are more people like you, that is why things do not get resolved here. So how you get off your butt and do some of the work yourself and start contributing to making this City a better place rather than spending your time criticizing those that are actually tying.

Basically, it comes down to that a majority of the people are of your likes and would rather spend their time criticizing the minority of those citizens who actually take an active involvement in trying to get things done. These people take the time to actually attend meeting, review board minutes, look at city records, call state and federal leaders, and research. They get the information and evidence.

I see Roger, Randy, Matt and Mark at attending meeting, reviewing board minutes, looking at city records, calling state and federal leaders, and doing research.

Are they the "lazy" people you are talking about?

Yeah, right. Who are you kidding, yourself? This group you are referring have gone to meetings since England was elected this time. Try attending meetings a lot longer than that in order to get the information needed for the understanding WHAT HAS AND IS STILL HAPPENING.

Try attending meetings when Hunter, England's prior 8 years, Overton's, Garner's, and now England again. A lot of history needed and the "group" you are referring to do not have same.

Keep swinging, you will get there eventually. (Maybe 10 years down the road.) Try twisting things around so Baylor is front and foremost. Who called them lazy?

YOU. Keep swinging; England will need you batting for him in the new field of dreams. Or swim for him in the new water park. Etc.

I will post some on here, but I am pretty much finished with respnding to the junenile insults on here. I will post when I have a question or information that can add to the conversation. I have been far too busy at both work and photography to mess it.

Shirely, to pull topic hi-jack, there is supposed to be a huge health/dental affair at louisvilles freedom hall the end of the month, if my information is correct dental work and medical screenings will basically be free. So my opinion doesn't matter because I haven't been enjoying this circus as long as you. I was in jr high when Chas Hunter was elected. Your heroes on the city council weren't even registered to vote back then.

So go back to your "smoking" basement figure out who hacked your computer this time, and live in the now.

This world past you people by so fast you didn't see it happen. It must have been nice living in the '60's(btw Tuffy Inman was mayor) but it's time to move on.

People like Price and Denhart have the same old tired idea that has been New Albany's guiding principle since the 1950s. Their idea is to starve the city of all investment and just let it plan and grow itself if it can.

The proof is in the pudding. It just doesn't work that way. New Albany could have been a prosperous city today instead of Slumlordsville had people paid a little attention somewhere between 1952 and 2004. But Denhart and Price think that New Albany's just PERFECT. They're in a shrinking minority.

Sorry folks. The next 5 years and the next 50 years are going to be different no matter who is mayor and no matter how much Denhart and Price bitch, whine, bellyache and yell. No fake professor is going to save you but people with real educations just might.

is watchdog journalism dead? it shouldn't be hard to run most of city council & the 2 mayors out of town with some investigative journalism.
