First of all I want to say that I am in total support of the development of Linden Meadows. There was an article in the "Tribune" on 4/22/10 which explained that the Indiana Housing and Community Development Authority (IHCDA) will partner with a developer, Captains View LLC, to purchase and rehab 11 homes to resell.
This all sounded great until I read the part about the Sewer Board considering waiving the tap-in fees for these homes. The Sewer Board just received a large fee increase with another increase in two years. It is not fair to us, the citizens, to have an increase in our bills and watch a wealthy developer receive a free pass on the hook up fees.
The "Tribune" article also said that, "...the city will look to upgrade paving and drainage, as well as expand street lighting along Linden Meadows Court." The city will also "...implement a concentrated code enforcement sweep along Olive and Linden streets leading into Linden Meadows, and expedite the building permits and inspections for the development." This is a great gift to the developer in my eyes, this area needs better lighting and drainage and these steps will benefit the entire area around Linden Meadows. Enough is enough.

3. Used federal funds (money that otherwise would go to another indiana town) to help developer pay off PNC's mortgage.
As for the "sweet heart deal," I don't call paying PNC half a million bucks for worthless houses that sweet heart. You can buy as much land and put in a road elsewhere for less than 200,000.
Also, if it were so damn sweetheart, why hasn't any other developer even looked at linden meadows in last year? Because it's a big, risky, expensive mess, that's why.
You might think street lights and sewer taps are costly, but they're cheaper by far than any other option the city has except just leaving the houses there as safety hazards and an eyesore for the neighbors FOREVER!
Go get the documents lazy. Pat got his own copy from DLGF. Do some work and quit bad mouthing people. Lazy. Want everyone else to do the work and hand it to you.

PNC holds the note to the property, the city could have forced PNC into cleaning the property up. PNC is not insolvent!
It is a sweetheart deal when the state is giving the money to the developer for FREE to pay off the note with PNC.
This developer has received enough and the city should not be giving them more.
the state is basically bailing out the city for the mess the city allowed chdo to create by the city's failure to properly issue building permits, perform inspections and basic code enforcements.

Someone should really call out the republican party on their website endorsing THEIR candidates for the school board in a non-partisan election. Just noticed it.
The CHDO's insolvent, they cannot pay anything. PNC will not sell for anything less than 500,000. Yes you can sue PNC to clean up houses BUT THAT TAKES YEARS in court. The neighbors don't want to wait years.

Thank you for this article. I think one point in your post should be clarified, however. You said you liked the Linden Meadows story until you read about the Sewer Board considering the tap fee waiver. For the record, the Sewer Board has not considered waiving tap fees.
This is what the News-Tribune article said about Linden Meadows sewer taps:
In a letter to the developers, England said the New Albany Sewer Board would have to consider whether to waive tap-in fees for the houses.
Read the article. It does not say England said he would pursue sewer taps. It does not say England even supported sewer tap waivers by the sewer board. The article does not say the developers have asked the sewer board to waive them. The article didn't even say the developer was going to ask for fee waivers.
The article merely says that England cannot waive sewer tap fees. Right now, I cannot image the sewer board waiving any fees.

As the family member of a person who has been repeatedly and wrongfully attacked, made fun of, ridiculed and harassed on this blog, I personally find the entire scope of its operation reprehensible.
Requiring persons to be responsible for what they post in no way diminished anyone’s First Amendment Rights. Freedom of speech, when one abuses it to only hide behind a mask of anonymity is more of an abuse of the First Amendment than requiring users to be responsible for the contents of what they post. The argument that there are those who can not publicly state what they feel does not hold water, if they respect their rights to free speech then that is a risk they must take.
Continued enabling of such abuse shows a lack of moral character, civic responsibility, and personal fortitude to stand up against what is obviously rampid vulgarities, slandering, and character assassination of anyone who disagrees with those who feel no one is correct but them. You know, I'd really like to see this document. THE FULL DOCUMENT, NOT JUST ONE NUMBER. Reports like these always are full of footnotes. That's where the real story is, in the footnotes and similar references. Taking one number out of context is meaningless. Accounting is never as simple as one number.
I want to be clear. I am not saying the city's books are clean. I'm saying I have not yet seen proof one way or the other. If someone has evidence pointing one way or another, let's see it.

To the folks that had the impression we were only responsible to pay interest on the parts of the 7.4 million dollar as we use it....Sorry, that is not correct:
The city is responsible for repaying the 7.4 million dollars over twenty years at 2.67% interest. This starts immediately because it is a part of a refi package that includes several old loans. Net result: The city will spend $2.6 million dollars to borrow the $7.4 million. It also cost the rate payers an additional $166,000 in misc. loan and lawyer fees. The sewer has now borrowed about $62 million. But what's important to know, is, it brings the new Annual Principal and Interest obligation of the Sewer Utility to $75,395,663.
