The "Tribune" reported that residents will be able to receive funding to repair their homes even if they are still living in them.
New Directions Housing Corp. is making funds available for emergency repairs. The amounts go up to $5,000 and are available to homeowners with a combined household income totaling 80% or less than the New Albany average. That comes out to $49,450 for a family of four, per Daniel Suddeath's article. Deputy Mayor Carl Malysz encourage residents to contact the New Directions office for more information.
Their number is (502) 589-2272.
This is administered through the New Albany Redevelopment Commission (812) 948-5333. So I would suggest that homeowners call each department to obtain as much help as is available.
Executive Director Joe Gleissner spoke about obtaining additional grant funding during the 2/7/11 city council meeting. CM Messer asked about the homeowners who needed repairs to their roof or other areas. He said that the grant funds should be shared with these people. Mr. Gleissner said that legally the funds must be used only for vacant properties. He offered to make an effort to let resident of the SEJ neighborhood know what funds are available to them.
We need to help Mr. Gleissner with this effort. And we need to tell residents in other neighborhoods about New Directions.

I mentioned this program to a neighbor a couple of yrs ago, an elderly person whose home was in great need of repair. She got a new roof and gutters, and some interior plumbing fixes, too, that she desperately needed. So if there is a lower income elderly person or family in your neighborhood who owns a home, tell them about this. Many are not aware of its existence. And it would be nice if those council persons serving areas in need would let people know about it, too.

It's very interesting some of the people who are coming out to file. This WILL be an interesting election! Maybe we'll get hard workers in local office like we did at the state level (and none too soon)!

Midtown is an excellent neighborhood association and they have a lot of plans for the upcoming months.
I plan to attend meetings of all of the active neighborhood associations and will share all of the information here.

the houses have to be affordable to someone who makes no more than 80% of the area median income.
area median income for a family of four is around $50,000 (HUD looks at state of indiana at large).
80% of area median income is $40,000. mortgage payments plus taxes and insurance for FHA loans cannot be more than 29% of household income. 29% of $40,000 is $11,600. that is max a family of four can spend on mortgage, property taxes and insurance. if taxes and insurance are a total of $1600, then that leaves $10,000 ($833.33/mo.) for mortgage principal and interest.

type in $131,500 mortgage amount, 30 year term, interest rate of 6.5%. the monthly payment is $831.17.
thus the maximum mortgage payment for a family making the full 80% of area median income is going to be around $131,500. that will be your sales max price.
of course, half the houses are reserved for families making 50% of area median income. that's $25,000 per year for a family of four. 29% of $25,000 is $7250. back out $1000 for taxes and insurance and you have $520.83 a month for mortgage payments. now you're talking about sales prices closer to $80,000.
of course, you don't want people paying the absolute make (29%) of their income to mortgage. that just means more people will default if, for example, the head of household loses his or her job. also, not everyone below 80% of area median income makes $40,000. if you have a family of four that makes $36,000/yr, that could use a house too. To get that family in you need to discount the purchase price more.
Once the initial houses are sold, the sales proceeds will be used to buy more houses in SEJ. Those houses will be fixed up and resold with the same income restrictions. The total number of houses could be 60 before the program is over.
This is exactly what SEJ needs. Lord knows there's plenty of houses to fix up and plenty of moderate income families who will make great homeowners.

then Price would know that NSP is one of the best things to happen to his district in a generation.

The Midtown project was never intended to earn a profit. The homes had lead in the paint and asbestos which had to be removed. They are now extremely energy efficient.
They will be a little more expensive to purchase but the energy savings should make up for it.
Since the Fed was behind the grants there are a lot of regulations which have to be met.
Price hasn't been to one Midtown Association meeting either. Not one.
You're right about the SEJ project, Shirley. These houses will be safe now to live in, and their new energy efficiency will make them more expensive, but it will offset the cost within a relatively short time.

10. Clere's bill passed out of committee 8-4 and will be heard in the House, at least, and possibly the Senate.
11. Clere has quietly continued doing his work in Indianapolis.
12. Gibson has been all over Twitter and everywhere else, including this Tribune comment section, telling everyone everywhere that 'Yes. Yes he did [call me a liar]. My Representative called his constituent a liar because I don't agree with him.'
Need I comment more? Frankly, Gibson indicts himself here. He did a shoddy job of representing the city. His argument was very weak. He whines and fusses about some imagined mistreatment, while, from all accounts, it was HE who went after Clere in the hallway afterward. Why do we pay this guy to be our city attorney? Because he was nurtured from a young age by our party to do precisely what he's doing: wasting our tax dollars so he can make sure to keep us in control of those all-important tax dollars.
All of the people who have been on here saying they're quitting the Democratic Party, I'm with you. This is the kind of stuff that goes on around here that makes me sick.
Thank you, Representative Clere, for being such a solid and honest and reliable guy. Thank you for putting up with all they've dished out. I won't be a party to it any longer.

Don't let people try to fool you. Clere did what he was supposed to do. It's these others who are pressuring the rest of us to believe otherwise that keep babbling. On every medium.
This city is really neurotic about a lot of things. I happen to know for a fact that England and Malysz OK'd the parks bill. Why the turnaround has more to do with trying to make Clere look bad somehow, but they were totally behind it in the beginning.
And, Clere is a prince for putting up with the crap. He really is.
What they're trying to do right now, setting up a big special meeting, is a crock of total crap.

Yes, the goal of the program is to improve the neighborhood. Most of that is done by fixing up the worst of the worst houses in SEJ. The program also allows funds to be spent on a community center, which is what Cardinal Ritter is.

I agree with Mark and the others. Truth will out, they always say. Ed Clere is a friend of mine. Those who are trying to impugn his integrity do so in some kind of pay-back mentality. They're only after revenge because Ed did exactly what he is supposed to do and, by pretending that he didn't (and advertising widely that he didn't) shows us who has and has not integrity .

Little Catholic people have done a tremendous job with what was a shell of a dwelling and a shameful slum property. They have been aided by local preservationists, ALL who have poured their hearts and souls into the project.

As for Ed Clere, thank God he's stuck with us. All the crap I had to listen to downtown in the past several days has made me realize that Shane Gibson is out to get Ed Clere when he ought to be admiring the man for winning handily after the most disgusting, vile, despicable campaign the Democrats have EVER run down here. I certainly admire him. Somehow, Clere keeps on doing what he does and their nasty, made up crap against him will turn around and bite Gibson and his buddies one day. In my years of experience I have learned that everything is not all black and white.
Nobody's perfect and nobody's all bad.
Point taken, Shirley. But, for the record, I'll tell you how I view Shane Gibson in a little chronology.
As a local Democrat, I was excited to see someone young and with a cute young family file to run for State Representative. I had voted Bill Cochran out because it was time for him to go. I have to say, honestly, that I did not vote FOR Ed Clere,but against Cochran, so Clere got my vote.
When Gibson announced that he was running, I was excited to see a younger candidate, but was torn somewhat because Ed Clere really HAS done an excellent job at the statehouse. No more is it "business as usual" with our representative going to Indianapolis and none of us really the wiser as to what he's doing. They throw around that word "transparent." Clere really is transparent. So, I was challenged to consider whether I wanted to keep a Republican up there who is doing well, or vote according to party loyalty.
It ended up, I needed have no such worry. Gibson quickly showed his hand by telling me personally that Ed Clere closed schools when, in fact, he did not. He told me personally that Clere was "against our kids" and that he "voted for tolls," also completely false. Then came Gibson's big press conference, where he stood on the steps of the police station, surrounded by our mighty public servants in uniform, and said, and I quote, that Clere and his "Indianapolis buddies" had sent out fliers, one of which was "an outright LIE." I was further disenchanted when I started getting fliers--probably 25 to 30--making wild claims as to Clere's poor performance and, in the end, linking him to sex offenders.
I decided to vote for Clere, and my decision was sealed when I began to get the phone calls saying despicable things that I cannot repeat. That clinched it.
My husband talked with Gibson and Nick Stein (who managed his campaign), and they were BRAGGING that Gibson had "stopped ONE mailer." Yes, they said, they'd OK'd every single other one.
That confirms my vote.
This last charade in Indianapolis and since has only justified my position, and I am one proud Democrat who will ALWAYS vote for Ed Clere! After what he's put up with, he deserves a congressional medal or a Nobel prize!
Am I loyal to the Democratic Party? You bet! But NOT when I see someone in our party spreading lies and slandering one of our best public servants.
Shirley when are you going to get the word out on what your platform is. Are you still trying to come up with one?

Children learn by watching on their own computer, Nintendo DS, iPhone, iPod, notebook or what ever else is out there already (or coming shortly).
