WHERE CAN I BUY A GIFT BAG IN THIS TOWN?

I attended a birthday party at the Knights of Columbus Hall last Saturday. Someone at the party had forgotten to purchase a gift bag and could not leave the party. She asked me to run this errand for her.

I started down Main St. toward downtown thinking it would be a quick trip. Why everybody sells wrapping paper and gift bags, right? Wrong. As I drove down Main St. and then State St. it occurred to me that we don't have a drug store or a card shop downtown at all. I ended up driving to the Dollar Tree for my purchase.

After returning to the party I had a discussion with another lifetime New Albany resident about the stores which we shopped in as children and young adults. We recalled W.T. Grant, Woolworth, Wallgreens, The Fashion Shop, The Joy Shop, even the Dollar General Store.

We need a "big box" store or at least a grocery store downtown. I'm not saying we need to put a Walmart on Pearl St. but we need some sort of store where a downtown resident could walk to for the purchase of an aspirin or a gallon of milk, or even a gift bag. We want people to live downtown and be able to walk to a store or restaurant. Many people are taking the risk to open a new business and I applaud them. But will someone or group of partners with means please open a "general store" where people can purchase the basic items for day to day use. The specialty stores are great but sometimes we just need a gift bag.

FYI Shirley, what Ms. Denhart stated was there were 1,125 sewer lien claims brought to file in the Treasure and Recorders office and they did not have the staff as you reported. One has to ask themself why has the billing office held off filing those many liens? My guess, they were waiting to see if Judge Cody gave them their raise. Now it's reported they don't want to do in house billing. Sorry Charlie do it or give up your job, you are over paid.
Be glad I am not the mayor, all your "butts" would be fired after I audited your books.

If they fall within the fedreal poverty guidelines then they qualify for so many types of assistance (including housing, food, utilites, medical, EITC,etc.) if your clients are not receiving them, you should spend your time educating them about these services instead of prying into their sewer bills.

Today is February 28 and I do not see the ANNUAL FINANCIAL REPORT for the City of New Albany listed in the Legals of the Tribune.
Isn't the Controller supposed to have published it by now?

The Annual Report IS REQUIRED BY LAW to be issued by today and COMES FROM THE CONTROLLER -- not the forensic audit.

For all of those getting tips on saving on the flushing; please remember if YOU HAVE ONE OF THOSE NEW FANGLED LOW FLUSH TOILETS some of these ideas will mess up your LATERALS and then you will RUN INTO DIGGING OUT SOME DOUGH.
Low-Flush toilets are not conducive to putting things in them to lower the water level on the flush.

Also, please remember Greg Fifer was most of the Developers' attorney in this area. He handled Ruckman getting Highlander Point on and how it wasn't going to cost the citizens "that much". Now Ruckman is part of the SSO's and WE, WE ended up paying $1 million dollars to get the Highlander Shopping Center across the street for the cut in the road.

The person who got the million was Koetter.

A whole new ball of wax when you start talking about this "development". Taxpayers paid for the other line Ruckman laid (he was required to lay two and he was going to use 1 and a "little bit" of the 10 inch line we paid for). IS NEW ALBANY USING ANY OF THE NEW 10 INCH LINE yet?

Simply can not get the info out fast enough.

Even if we went to the meeting of England's there is no way to digest the info or verify it before the public hearing two hours later. I consider it would be a waste of time attending same.

3:13 So what should we do? I was at the VFW last night. There were about thirty or more people with NO New Fee shirts on. The place was wall to wall, and people were buying shirts left and right. There was not even a good word said about England or the council. I say vote them all out, but my man Price.
I think it was a fundraiser for Citizens for Accountability. They sure know what they are talking about.

We do, and not everyone who falls into this catagory is eligible for assistance. Besides, it is far better to give them a hand up than it is to lead them to more hand outs. After all there would be an anonymous horde marchig through town with torches ready to burn down the town because too many people are getting too much for free.

No one is going to "pry" into there bills, going to take a look at water usage and try and get that under control. Not just for the sewage thing, but for their finances, as well as the environment.

While we admit Price might need to comb his hair, shave and dress a little better. He did not take health insurance which he might need while others did. Did he also vote against raises and bonus while everything he has complained about has come true. Let's compare Price's voting record to the other eight council members. Who is being responsible with taxpayer and rate payers money?

Occasionally I will read papers from around the state to see what’s going on in cities I'm familiar with and I came across this article from courier-press of Evansville regarding pro vs cons of TIFs.

If you do read, pay close attention about using TIF to fund sewer projects. This may be an idea we can use to lower the rate increase by finding funding in other places to meet the financial cost of EPA mandates. TIF combined with EDIT and rainday funds might be enough. We then could lower the overall rate increase and compounding of dept.
I thought others might like to see another perspective outside of New Albany.

It might help Daniel S as well with his research.

I am so tired of everybody making jokes about Roger Baylor, Jeff Gillenwater, Mark Cassidy and Randy Smith being fake council members. At least they are trying to learn which is more than most people do in this community. If our stupid city council would have redistricted like Baylor wanted, Smith, Baylor, Cassidy, and Gillenwater would have run for office and they just might have had a chance. I hope they all run next time anyway, and maybe they will get elected. If they do, you won't be making dumb jokes then will you?

There is nothing wrong with giving these four help from the city government. They are trying to make something out of downtown so they deserve a little extra. With this economy if we don't give them some EDIT funds, they will go broke, and the whole downtown will collaspe! I say give them more help and maybe they will run for public office too!

From looking at the audit N.A. has at least 6 tifs:

Grantline TIF
Charlestown Rd TIF
Spring Street Hill TIF
Park East TIF
State Street TIF
Garage TIF

There are two Bond TIFs?
Daisy Lane Bond TIF?
Park East Bond TIF?

I don't know if these are bonds(loans) or individual TIFs

I have to verify the amounts in each tif.
The audit also shows yearly inputs for the TIFs but I have to verify the total amount of the general fund that the tax levy applies to before I can figure the amount we are gaining by having the TIFs

It looks like the Garage and State Street TIF are the only ones that made significant increases; each more than 600,000. These two alone would send New Albany over its levy. The others wouldn't come close even if you add them together. These others could be dissolved thereby increasing our general fund. After a few years our general fund would compound and the need for one of the two larger tifs wouldn't be needed. Thereby allowing New Albany's general fund to become more financially stable.

There are 10 (ten) TIF's; some have been extended. TIF's owe General Fund bunch of EDIT from the Parking Garage; but we still are providing maintenance, elevator for the Bank employees, electricity and who knows what in insurance, etc.

Recently money was used from one TIF to pay for work done in another TIF area. It all gets so complicated.

Bill A-10-01 Additional Appropriations - EDIT money of $1,151,526 for delinquent bond and interest payments to the Sewer Works should NOT BE A LOAN from EDIT. That money should be given free and clear as a good faith gesture to the bond holders. That would also show EPA that the city understands the sewer problems must be fixed. Otherwise EPA and Dept. of Justice may just tell NA that there will be NO DEVELOPMENT because you didn't properly 'fix' you just added and enlarged and put the city head over heels in more debt that citizens evidently cannot pay.

Who are you trying to kid? The city will not collapse if the downtown area fails. England tried to revitilize downtown in the 80's & 90's. Downtown is and will never be a win - win deal unless they tore everything down a redesigned downtown. My friends that takes money and right now money for downtown is not there. If Randy Smith could not get elected Precinct person why do you think he could even get elected dog catcher? Roger Baylor is like the police, fire and teachers, he's also pricing himself out of business. Your entire post is just a bunch of crap when we citizens are being raped of our fees and tax dollars. If everything was above board we would not be facing any type of rate increase. If England was an honest and a honorable man and had nothing to hide he would open his sewer books and prove to us rate payers this has to be done. Annexation is not the solution. Turning in 1,125 sewer liens that are well over a year old should have been done at the time they were not paid. At least if EPA comes in or the bond holders we would know the problems would be fixed and those who has cooked the books and mismanged our money would be prosaecuted would be worth it. Folks we have spend $100 million on sewers and there are people in New Albany who are not even hooked up to sewers. Drive up Silver Hills in the summer and smell the odor of urine and poop coming off the hill. Why, because they are not all honest citizens and was all not put on sewers. As they say sh*t rolls down hill.
Do you want to know why Councilman Price votes NO all the time? Becuase he is the only one who knows and will admit what England and his fellow council members are doing things wrong.
He knows England has his own personal agenda and believe me it does not benefit anyone but Doug. Like Steve says: It's not personal, it's business. When England get's beat this time, his happy ass will be living in the county not on 111. If any of you think for one minute England has yours or ours best interest at heart, God help you all. Keep drinking the Kool-aid and watch your business and town be destroyed.
To all you progressives out there keep burning them bridges you all are equally hated as much as England is.

That statement can be taken right to the bank and cashed!

At all of the meetings, and "townhalls" and such, there may be on a good day maybe a dozen or so people there with the "no new fees taxes" crowd.

Call for all the boycotts you want, in the end you will accomplish nothing.

the businesses you are calling for boycotts on are patronized by primarily 20 and 30 somethings, and have a very dedicated crowd. they will keep going. The New Albanian off of grant line will still stay busy, the same crowd will still be there at BSB,the same people will get their books from Destinations, an businesses all across this area will still serve NAB brews on their taps.

So now because you dont like the fact we have to raise sewage rates, and you're starting to realize that you cant stop what is on the way, you are going to form your lynch mob and go after local businesses because you dont like what partial owners said.

Thats one hell of a way to show support for the "little people" who work at those places.

To steal some of your words that you tried to use against me, raise your war cry, take to the streets and yell out power to the sheeple!

What an efficient City Clerk. It is March 1. No updating of agendas or minutes. Council meeting in just hours. Sewer Board minutes are so far behind. Hiding something? Can't seem to do the job that is required. REMEMBER THAT.

(you know, not everyone in the world works 9 to 5, and gasp and amazement, not everyone only works monday through friday, and even further gasp and amazement, some people may have worked over the weekend and took some comp time or something. Its an amazing modern world we live in isnt it, buttercup)

Oh, by the way, as a means of public education, its not just "poor people" who are with out medical insurance coverage, and we dont limit ourselves to seeing just people who are at or below 200% of federal poverty guidelines.

Ed Clere doesn 't give two shakes about public schools. He sends his to a private school.

Indiana's reform plan did not even qualify for the national competition "race to the top", so why would we trust our schools to the likes of Ed Clere, Tony Bennett and Mitch Daniels?

Ed is a realtor. He and his lobby group sucked the life out of education in Floyd County by cutting the schools major source of funding. Thanks Ed, enjoy your tax break. Thanks to you, elementary school athletics are a thing of the past in New Albany. Atta boy you nasty politician. Maybe Mitch will throw you some re-election toady-bucks.

Thanks Ed for closing our schools. This is your legacy!
