R-11-05 Resolution to Not use EDIT Funds for Anticipated 2011 Budget Shortfalls. CM Benedetti talked with someone in the office of the DGLF who said they would send down a budget whether or not there was a deficit in the General Fund.
A-11-02 Ordinance For the Appropriation of EDIT Funds CM Ceasar wrote an Ordinance which was the total opposite of CM Benedetti's.
Both failed. It was that kind of night. However CM Gahan called for a work session for the 2011 budget process to begin.
There were a couple of positive steps, though:
- We will have metal detectors in the City-County Bldg. with guards on duty.
- There will be a Board set up to determine how to combine our city and county 911 systems.
- CM Gonder will replace CM Price (with his permission) to the Historic Preservation Committee. Also the Mayor will send letters to all residents in historic districts to advise them that they live in an historic district.

A historic district. Not AN historic district. Trust me on this one.
You don't say "an history." So you don't say "an historic." Don't know where that got started, but it's been wrong from the beginning.
History is said with an aspirated H. That means, you say the "H" sound, unlike the word, "honor," which is said with an unaspirated H.
It's "a history," "a historic district," "an honorable man," "an honor."
You're most welcome. Thanks for being such a wonderful blog administrator, Shirley! I always feel that you're writing with a smile. I like that very much.
Thanks again, I try to keep smiling.
It might come from British English. Do Brits aspirate the "h"?
I would not know since I am told that my family immigrated from England during the 1600's.
Depends on where you live and your "class." Obviously, Cockney speakers don't aspirate the Hs. But upper crust Britons do.
This is one of those things that has crept into our lexicon in the same way as, say, irregardless. What people mean to say is "regardless."
Shirley, was the Mayor in attendance? Why is the Mayor mailing out letters to the historical residences?
How could the Council have better managed their time? Thanks.

No the Mayor was not present, Carl Malysz was there but he did not speak.
If the council members would have stayed on the topics at hand the meeting would have gone more smoothly and timely.
There is important information that I left out of the originial column.
Per Sheriff Mills - It does not matter if your cell phone area code is 502 or 812. If you dial 911 the call will go to the nearest tower.
I had always been told that 502 area code cell phones would be routed to Louisville if the holder called 911.
Makes sense if you think about it, doesn't it?
This came up when the council was discussing the merging of the city and county 911 systems.
Thank you Sheriff Mills for this important information.
Yes. Sheriff Mills does a great job with making sure we know about things that are going on to make Floyd County safer. I'm glad to know about the 911 calling.
Why is the Mayor mailing out letters to all residences in the Historical areas? 7:30 to 10 is usually a short meeting.
Hedden Court has recently been designated as a historical area. Some of the residents may not know this. They also qualify for special tax credits.
I know some meetings have lasted longer than 2 1/2 hrs. Maybe it just seemed longer to me after having a very long day.
Hedden Court has recently been designated as a historical area.
there are two different types of historic districts, local and federal.
pastetimes bar & grill is in a local. hedden court just became a federal.
local districts have to do with enforcement. federal districst only have to do with tax credits.
there are not any new restrictions on what people in hedden ct can do with their properties. the historic preservation commission has no authority over hedden court or any other federal district.
4:38 Thnak you for the clarification.
Just what we need more tax credits.
yes, we do need more tax credits.
they're FEDERAL TAX CREDITS.
they help local property owners invest in fixing up local properties. it's money that would otherwise go to washington. it doesn't affect the ctiy budget one bit (except assessments will increase).
in the future please get your details straight before attacking a program that helps local homeowners and small business owners.
If it's now a Federal Historical Area, why is our Mayor sending out the notices? Why not the Feds?
I don't know why he is sending the notices. Maybe you should ask him.
locals have to chose to be in a federal district.
At least Gahan and Benedetti called DLGF about the budget and all the money we are in the hole. Eyeballs open.
Eric, you are right on! Conflicts of interest right and left! I want to add one more to your list. Steve Price's conflict of interest. He votes for slumlords all the time! He also votes for Pasttimes who pays him to sing sing sing and play play play. Get rid of ALL the conflicts!
I say this with no malice intended. It seems to me that Steve Price comes from humble enough a background that he probably doesn't see himself as a slumlord.
FYI, Benedetti's resolution to not use EDIT funds actually passed, not failed. But, the Mayor is set to veto the non-binding resolution anyway
